Muzaffarabad on High Alert Amid Escalating Tensions and Civil Unrest

Muzaffarabad, the capital of Azad Jammu and Kashmir (AJK), finds itself at the epicenter of mounting regional tensions and internal unrest. Following a deadly attack in Indian-administered Kashmir that claimed 26 lives, India has accused Pakistan of harboring the perpetrators—a claim Islamabad firmly denies. In response, Pakistan has mobilized emergency resources, allocating a PKR 1 billion fund and dispatching two months’ worth of food, water, and medical supplies to villages along the Line of Control (LoC). Emergency services are on high alert, and religious seminaries have been temporarily closed due to security concerns.

The suspension of the Indus Waters Treaty by India has further exacerbated the situation. Unannounced water releases from Indian dams have led to sudden flooding in the Jhelum River, causing panic in Muzaffarabad and surrounding areas. Conversely, the Chenab River has experienced significant drops in water levels, raising alarms about potential water shortages.

Amid these geopolitical strains, Muzaffarabad is also grappling with internal challenges. In March 2024, the city witnessed massive protests by ad-hoc, contractual, and contingent-paid employees who were either dismissed or feared termination due to budget constraints. Demonstrators, including approximately 900 contingent-paid forest department workers, marched through the city demanding job security and regularization of their services. Despite assurances from government officials, many protesters expressed dissatisfaction with the lack of concrete action.

The convergence of external threats and internal discontent has created a climate of uncertainty in Muzaffarabad. Residents are bracing for potential escalations, with many reinforcing home shelters and preparing for possible evacuations. The situation remains fluid, and authorities urge citizens to stay informed through official channels and adhere to safety advisories.

As Muzaffarabad navigates these turbulent times, the resilience and unity of its people will be crucial in facing the challenges ahead.
